The revised fleet lists let every navy claim a victory

The altered settlement gives Britain five new 16-inch capital ships, the United States its desired six-gunship total, and Japan a larger share than it received historically.

Notes

The treaty arithmetic produces concrete fleet lists. Britain receives three Nelson-type battleships and two reduced G3-derived battlecruisers, while the United States keeps three Colorados and three Lexington battlecruisers for six 16-inch-gun ships. American negotiators can present that gunship total as a victory even though Britain retains one more capital ship overall, since several British units are older R-class battleships. Japan's completed Tosa improves its relative position enough that all three powers have a result they can defend at home.
