A naval yard with one government customer and no practical competitor does not behave like a normal market supplier. The state already pays for investment costs as well as the contractor's profit margin through its ship orders. At that point, recreating a Royal-dockyard model becomes a legitimate option rather than an abstract ideological preference. The question is whether continued private profit produces enough efficiency to justify paying it, or whether public ownership would better protect strategic capacity.

When a shipyard has one state customer, ownership becomes a strategic question
The economics of a single-source naval supplier lead to a direct comparison between subsidising a private yard and public ownership.
