Perth endurance and the limits of mobilization orders

The Blackburn Perth paired three Rolls-Royce Buzzards with long endurance, while its four-aircraft order exposes the weakness of preserving mobilization capacity through tiny production runs.

Notes

The Perth returned Blackburn's large flying-boat line to biplane form with three Rolls-Royce Buzzard engines. It could fly about 898 miles in normal conditions or roughly 1,500 miles over thirteen and a half hours with overload fuel, making it a serious long-range reconnaissance aircraft. Only four were built because the order was intended partly to keep the company, its workforce, and the underlying technology available rather than to equip a large peacetime force. The policy assumed that preserved expertise could expand rapidly when war came. In this account, Blackburn's wartime production did not mobilize as expected, making the Perth a useful case study in the difference between retaining design capacity and sustaining scalable production.
