A mature naval dive-bomber and fighter pipeline

Keeping naval aviation continuously in-house could make 1939 aircraft the result of several development cycles, not the first serious generation after institutional recovery.

Notes

Fleet carriers would gain more capable dive bombers for daylight strikes, while scout carriers retain their reconnaissance and torpedo emphasis. Starting development in the mid-1920s means a 1939 dive bomber could embody several generations of airframes, sights, and trained crews instead of repeating the Skua's first-generation limitations. A more credible naval fighter lineage could also emerge through Fairey and Supermarine designs. Battle of Britain priorities could still interrupt the next replacement cycle even if the opening-war fighter is much better.
