A future fleet cannot be redesigned instantly around a new strategic slogan. Britain already has Type 26 and Type 31 frigates under construction, while Type 32 is expected to evolve from Type 31 and Type 83 remains undefined. Major alterations would force expensive redesign and recosting rather than producing an immediate fourth-offset fleet. In the United States, the DDG(X) concept appears to combine a Zumwalt-class powertrain, Arleigh Burke-class sensors and equipment, and an entirely new hull. The cost logic of that combination is questionable, although designers may have reasons for rejecting an existing hull. Either way, procurement decisions lock in costs and capabilities for decades.

Today's ship programmes constrain tomorrow's fleet
Long-lived shipbuilding programmes mean a new offset concept must work with Type 26, Type 31, and American destroyer choices already moving into hardware.
