Naval orders keep first-year apprentices in the yards

Naval contracts can preserve apprentice training when commercial pressure would otherwise cut the least experienced workers.

Notes

When shipbuilding contracts fall, first-year apprentices are among the first people yards dismiss. They are cheap to employ but contribute less immediately than workers further through their training. The resulting gap damages the future supply of engineers. Naval orders intended to sustain yards can require them to retain those apprentices. The Navy values the capacity to build ships for decades, while commercial orders place greater weight on the immediate cost and efficiency of delivery.
