Lifeboats, Carley floats, and whole-crew survival

A ship-survival answer explains why evacuation capacity cannot be judged by counting traditional lifeboats alone.

Question

Could a Royal Navy ship carry its entire crew in its boats after abandoning ship?

Short answer

The crew's survival capacity was distributed across boats, inflatable life rafts, Carley floats, and other flotation systems rather than conventional lifeboats alone.

Notes

Royal Navy ships provided survival capacity for the whole crew, although much of it came from equipment other than conventional boats. Inflatable life rafts could be thrown overboard and deployed, while Carley floats and related systems added further emergency flotation. A later survival answer advises abandoning ship only when necessary and ensuring that any boat carries fresh water, because seawater worsens dehydration and can kill. Survival depended on several kinds of equipment because no single system could be assumed to remain usable.
