2021 shipbuilding ambitions and industrial capacity

The 2021 plan linked domestic ship orders to exports, Type 32, multi-role support ships, and Type 83, but left the route from concept to fleet growth unresolved.

Notes

Domestic orders can sustain shipbuilding and give foreign buyers a design already serving in the Royal Navy, as earlier British exports such as Argentina's Type 42s illustrate. Type 32 is interpreted here as a second batch of Type 31 frigates intended for persistent overseas presence and support to littoral response groups. Multi-role support ships were proposed to replace Albion, Bulwark, and the Bay-class amphibious ships, but firm details were still absent. Starting the Type 83 concept phase in 2021 at least allowed a long lead time before replacing Type 45s in the late 2030s. Shipbuilding investment was promised to double during the Parliament to 1.7 billion pounds a year. The criticism is that the headline increase did not establish how a depleted industrial base, dry docks, and the required fleet capacity would actually be rebuilt.
