The Washington Naval Treaty supplied the framework inherited by the 1930 London agreement. Its definition of standard displacement counted a ship complete, manned, equipped, provisioned, and ready for sea while excluding fuel and reserve feed water. The treaty also included a wartime suspension provision and a route to termination after 1936. Small ships received no dedicated treatment, leaving the London treaty to define the exempt-vessel space in which later sloops were designed.
