The price of a mature design differs from the cost of recreating an industrial base after long gaps in domestic construction. Countries seeking local production may need to rebuild yards, retrain workforces, restore supplier networks, and bring foreign specialists in to establish missing capabilities. Those investments appear in the program price even though they are separate from the steel and equipment of one frigate. A domestic-restart price therefore cannot be compared with ships coming from an established production line as if both figures measured the same purchase.
