A treaty reserve could rotate old capital ships into new construction

Separate reserve tonnage could retain older battleships, then move newer veterans into reserve as fresh construction replaces the oldest group.

Notes

A live tonnage calculation suggests that a 350,000-ton reserve allowance could preserve the principal British 13.5-inch-gun classes. The exact mix is counterfactual, but it could include Tiger, Lion, the Iron Dukes, the 1911 King George V class, and even the Orions. A later treaty cycle could move Queen Elizabeth- or R-class ships into reserve, dispose of the oldest group, and authorize new construction in 1930. The important mechanism is rotation: reserve status preserves depth without requiring every retained hull to remain indefinitely.
