Dry-dock neglect turns submarine savings into a backlog bill

The £47 billion submarine line is unpacked as construction, maintenance, and infrastructure made more expensive by years of dock shortages.

Notes

The £47 billion line covers submarines, maintenance and infrastructure rather than maintenance alone. Replacing the entire submarine fleet cheaply would not remove those costs, and Britain lacks the facilities to rebuild all the boats at once while maintaining an operational force. Submarines also require certified components that are often replaced during maintenance before their remaining certification expires. Scarce usable dry docks have delayed that work and allowed the backlog to grow. Existing concrete docks still require upgrades and upkeep before they can support submarine maintenance. The move from two planned floating docks to three is welcomed, although the roughly seven-year delivery period remains a concern.
