Government ownership without day-to-day management

Public investment in strategic shipbuilding need not mean politicians directly managing the enterprise.

Notes

Sustained orders could support strategic independence as well as industry. Dependence on foreign suppliers can become expensive or dangerous when a crisis arrives, and the contemporary case for domestic orders was often made by conservative politicians. A government can act as owner and shareholder while professional managers run the business and technical experts oversee procurement. The essential requirement is reinvestment rather than treating the enterprise as a short-term source of cash.
