Standard displacement includes the ship's declared wartime outfit, ammunition, provisions, and crew water, but excludes fuel and reserve feed water. Reserve feed water can therefore contribute protection without entering the measured total. Another proposed evasion rests on the word intended: a navy could declare half-filled magazines while building space for a larger load. Actual wartime ammunition expenditure is used to challenge the idea that declared allowances described every ship's operational load. Extra wartime weapons and crews widen that difference further.

Excluding fuel and reserve feed water creates one opening, while declared wartime ammunition and manning create others.
