The industrial foundations needed to fix the Soviet fleet

Why Soviet naval reform required shipbuilding centers and heavy transport links decades before the Second World War.

Question

How could the Soviet Red Banner Fleet have been fixed?

Short answer

Only through an early, expensive national program of shipyards, heavy industry, dry docks, and rail connections.

Notes

A credible Soviet fleet would have required investment beginning after Tsushima or immediately after the revolution. Russia needed multiple centers able to make hulls, engines, steel, and docks, all connected by high-capacity railways across immense distances. The proposed solution was roughly four self-sufficient shipbuilding centers, including one at Vladivostok, rather than a narrow program of buying ships. Sea power appears here as a national industrial and transport system whose foundations must be laid decades before a fleet is needed.
