Slow adaptation after the Magog War

The slow arrival of the Siege Perilous class suggests a fleet that upgrades familiar hulls but struggles to turn wartime experience into rapid design change and production.

Notes

Most deep standoff attackers belong to the older Fist of Heaven class, while the postwar Siege Perilous design appears only shortly before rebellion. Only three of the newer ships are completed despite the shock of the Magog attack. Incremental technology upgrades are easier than the institutional task of adopting a genuinely improved hull. A large force can remain technologically sophisticated while adapting too slowly in procurement and production.
