A proposed Royal Navy construction cycle maintains light frigates, standard frigates and destroyers while keeping at least one type in production. Successive programmes could then develop designs through continuous work. Building both frigate types together and then the destroyers risks leaving a later gap with nothing under construction. Restarting after that gap brings additional expense in getting production working again. The proposal therefore coordinates replacement timing with the need to sustain the industrial base.

Continuous escort production avoids the shipyard restart penalty
A rolling three-class program can preserve skills and evolve designs instead of rebuilding an idle production base after every gap.
