Quality control protects designed ship performance

Campaign research prompts a design lesson: construction flaws can leave a ship slower than its intended trial speed.

Notes

Another quality-control research level receives priority because the design drawing does not guarantee the finished ship's performance. Construction flaws can leave a nominal 32-knot ship capable of only 30 or 31 knots in service. That shortfall can affect whether the ship keeps formation, catches an opponent, or escapes an unfavourable action. Industrial execution therefore belongs in any assessment of combat capability.
