Pembroke offers more than a place to find the four old cruisers. Its former Royal Navy dockyard facilities could be reactivated for the proposed work. The turbines and gearing are already more than twenty years old and would need replacement whichever role the ships received. Destroyer machinery offers an available production route at a time when cruiser machinery is scarcer. Starting in 1938 also places the orders before the destroyer and sloop machinery bottleneck expected by 1941.
