Preserving naval aviation through the creation of the RAF

A limited bargain over shipborne aircraft and flying boats aims to retain maritime air capability without claiming every coastal aircraft.

Notes

The proposed bargain permits the new RAF to control aviation ashore while the navy retains aircraft carried by ships. Flying boats would be included in the naval exception. Seeking all of Coastal Command is considered too ambitious because the RAF would resist losing heavy bombers and could reopen the entire agreement. Retaining flying boats would still provide long-range maritime patrol and communication aircraft. A carrier fleet therefore needs an institutional settlement that keeps the required aircraft under naval control.
