Imperial scale does not remove fleet constraints

The campaign's enormous empire still trails the United States in GDP and faces crew and shipyard limits despite its population, territory, and thousand-ship fleet.

Notes

The campaign distinguishes territorial scale from industrial capacity by comparing its alternate British empire with the United States. The empire controls a much larger global population and army but still has a weaker economy by the game's GDP measure. Its small available crew pool reflects the trained personnel already deployed across roughly a thousand ships. Expanding the maximum shipyard size would increase the largest hull that can be built and the number of ships each yard can handle. Population and imperial reach cannot substitute for naval personnel or industrial throughput.
