The French Air Force did not need to campaign against a powerful naval air arm on the British scale. France had only Bearn, and the French Navy carried limited political influence, while the Royal Navy had seven carriers and a much stronger position inside British government. Britain's Air Ministry therefore had a larger institution and fleet to contest when arguing over control of naval aviation. In France, the carrier force was too small and politically weak to generate the same sustained interservice struggle.

Why French air-service politics differed from Britain
France had less interservice conflict over carriers because its navy possessed only Bearn and carried little weight in national politics.
