Fleet Air Arm procurement and divided authority

The Navy paid for and operationally directed the Fleet Air Arm, yet requirements, careers, and engineering feedback passed through divided Admiralty-Air Ministry authority.

Notes

Aircraft requirements travelled from fleet operators through the Admiralty and Air Ministry to manufacturers and then back through the same long chain. The Navy funded the Fleet Air Arm and exercised operational control, but disciplinary and career authority remained divided. Naval pilots could hold a Royal Navy rank and a different flying rank, creating theoretical command inversions within squadrons even when personnel resolved them pragmatically. Multiple departments magnified the risk that an operational requirement would be diluted before it reached an aircraft designer. Divided financial, operational, and career control complicated an otherwise plausible attempt to centralize aviation expertise.
