A 15-inch battlecruiser changes more than the fleet list

What would an additional 15-inch British battlecruiser have changed in World War I?

It would strengthen the battlecruiser force early and keep another major yard and skilled workforce available for further construction.

An enhanced Tiger armed with 15-inch guns would enter service before Renown and Repulse, adding an earlier heavy-gunned battlecruiser to the British fleet. Its construction would also keep another large yard active. That yard could then take an R-class capital-ship order or support further wartime construction. Retaining the skilled workforce could give the extra order effects beyond the ship itself.
