Workers can leave before the last cutter is finished

A class still being completed can already have lost the fabrication workers needed to start its next hull.

Notes

The final ships in a class can remain under construction after earlier fabrication stages have stopped. Workers whose stages are finished may already have been laid off or moved to other employment. Restarting the National Security Cutter line would therefore require more than pointing to unfinished cutters in the yard. Experienced workers are not necessarily waiting nearby for the next order, and relocation can be difficult. Work outdoors in Mississippi or in a Maine winter supplies the practical recruitment context.
