Continuous batches could evolve F3 into a fast battleship

A building allowance beginning around 1930 could carry British yards through successive F3 derivatives until the fully armored battlecruiser evolved into a true fast battleship.

Notes

An allowance beginning around 1930 would let British yards move from Nelson and Rodney into batches of modified F3 derivatives instead of entering a long capital-ship hiatus. Initial ships could retain the design's speed while using improving boiler power density to add hull subdivision and protection. Across successive batches, a fully armored battlecruiser could evolve into a true fast battleship without a clean-sheet restart. Keeping construction active would preserve the infrastructure and experience needed for later expansion.
