Large carriers under an aircraft-number treaty

A fixed aircraft allowance could produce very large carriers whose limited air groups contain much larger aircraft.

Question

Would air-group and speed limits lead to an enormous carrier such as a hypothetical HMS Howard?

Short answer

Perhaps not that exact ship, but the rules could reward very large carriers built around larger twin-engined aircraft.

Notes

An aircraft-number rule would not necessarily produce the particular enormous carrier proposed in the question. It would nevertheless reward very large hulls because displacement itself no longer carries the main penalty. A nominal allowance of sixty aircraft could be filled with large twin-engined torpedo bombers and fighters rather than compact single-engined machines. Limiting the number of airframes is different from limiting the combat power each permitted airframe can deliver.
