Why fixing RFA manning would not restore lost capacity

Personnel recovery is separated from the harder problem of replacing auxiliaries already removed from British control.

Question

If the Royal Fleet Auxiliary solves its manning crisis, would its fleet be in better condition than the Royal Navy?

Short answer

Individual RFA ships might compare well, but the force would still lack numbers because tankers have been sold and transferred to NATO-oriented operation.

Notes

Better manning would improve the readiness of surviving RFA ships without recreating lost hulls. Former British tankers operated for NATO by a private company can support allies, but are no longer primarily available to British tasking. Higher private-sector pay also makes the original personnel problem harder to solve.
