Finish old Soviet cruiser hulls or start again?

A Soviet cruiser tangent weighs shipyard experience gained from inherited hulls against the time and resources saved by starting with a fresh design.

Notes

A hypothetical Soviet naval development program for 1921-1953 raises the choice between completing inherited cruisers and starting new designs. The case for finishing the Svetlana and Admiral Nakhimov-class hulls, laid down in 1913, is that the shipyards need construction experience and the ships could still provide useful assets. The objection is that completing old hulls might consume time and resources better spent on fresh steel and Italian designs available for purchase. The earlier debate ended in agreement on a new cruiser of roughly similar scale. The industrial-learning goal survived, while the commitment to those particular inherited ships was dropped.
