During the second half of 1925, Blackburn took over and completed construction of Greece's National Aircraft Factory. A five-year contract put Blackburn in charge of operating it with local labour to build further Velos aircraft. Two demonstration machines had identical cockpits and dual controls. They were intended for shipment to Athens for training before delivery of the first Greek-built aircraft.
