Converting Blackburn Rocs into more useful Skuas

What could be done with the Blackburn Rocs before deliveries began?

Convert them into Blackburn Skuas if possible, or use the money to improve the Skua's engines rather than accept the Rocs as designed.

The Blackburn Rocs would be rejected in their intended form before delivery. Converting them into Blackburn Skuas would provide more dive bombers. If conversion were impractical, the money could instead pay for better engines for the Skua force. Either choice would direct resources toward an aircraft with a clearer operational role.
