The 1660 Act: ships, crews, and enumerated goods

The restored monarchy's 1660 rules tied eligible vessels and crews to England and its possessions while directing named colonial commodities through that system.

Notes

The 1660 Act imposed English ownership and construction rules, a three-quarters crew requirement, and bonds intended to secure compliance. The practical return of those bonds varied by port, local procedure, and sometimes a governor's ability to supply the money. Enumerated commodities such as sugar, tobacco, cotton, indigo, ginger, and dyewoods could be shipped only to England or English colonies. These were valuable foods, stimulants, fibres, dyes, and flavourings rather than an arbitrary cargo list. The restored monarchy joined cargo rules to shipbuilding, maritime labour, and imperial trade.
