Zveno attempted to combine bomber reach with attached fighter aircraft to support naval forces and project power. Soviet reports claimed that the fighters caused no significant loss of flying performance or handling. That claim allows two readings: the aircraft imposed little penalty, or the bomber's handling was already so poor that an additional penalty made little difference. The TB-3's accident and maintenance record favours the second reading in this sceptical interpretation, but does not settle it. Numerous Soviet design bureaus pursued unconventional ideas, although some produced only one successful type before being closed or redirected. Zveno formed part of the continuing effort to combine reconnaissance, protection, and strike capability.
