Yonai-era reform reshapes Japanese naval aviation

A January 1939 war begins while aviation doctrine is still evolving and reform-minded officers retain influence over mobilization.

Notes

Japanese naval aviation in early 1939 was still developing its doctrine, training system, and production methods. Officers pressing for reform were then more influential than they would be under the later wartime leadership. Yonai's tenure as Navy Minister had supported changes that improved naval aviation and were later copied in part by the Army. If he directed mobilization, those priorities could shape how the wartime air arm expanded. The 1939 force differs because several carriers were unfinished and because the institution employing them had not yet settled into its 1941 form.
