Would NATO and Soviet surface fleets fight directly?

A direct surface engagement is unlikely in the convoy zone unless Soviet forces first defeat or badly damage NATO's forward carrier groups.

Question

Would NATO and Soviet surface ships actually fight each other in this scenario?

Short answer

Probably not around the convoys unless NATO's carrier groups were first beaten badly enough for the Soviet surface force to break out.

Notes

Surface action is treated as a later branch of the campaign rather than the default convoy battle. NATO's carriers and submarines occupy the Norwegian and Barents approaches before Soviet cruisers can reach merchant shipping. A Kirov- and Kiev-centered group would therefore first have to survive the same forward contest that absorbs Soviet bombers and attack submarines. Major surface combat becomes plausible only after the carrier barrier has been weakened enough for Soviet ships to break into the Atlantic without being destroyed by aviation.
