The first ship of a new class carries research, development, tooling, and industrial setup that later hulls spread across the program. Constellation and Zumwalt costs therefore cannot be compared cleanly with a mature Arleigh Burke purchased from an established production line. Burke construction is close to its lowest repeat cost because the yards, suppliers, and workforce already exist. A replacement will initially look expensive even when the older hull has reached its growth limits. Meaningful comparisons need to separate one-time program costs from the recurring cost of each ship.

Why a new warship looks expensive beside a Burke
First-of-class prices include design and industrial setup costs that a mature Arleigh Burke production line has already absorbed.
