Did the Washington Naval Treaty originate with the Wilson or Harding administration?
Short answerThe groundwork began under Wilson and was carried forward by Harding; remove Wilson's postwar framework and the treaty becomes much less likely.
NotesThe treaty's formal conclusion and political groundwork belong to different administrations. Wilson's Fourteen Points and League of Nations programme supplied a framework that the Harding administration later carried into the Washington negotiations. In the alternate branch, an earlier end to the war without American entry removes much of that lineage. A Britain that had just demonstrated decisive naval supremacy would also have little incentive to accept major cuts, making the treaty far less likely rather than merely delayed.
