Chapter · 32:35-34:33

Failed negotiations leave ships as bargaining counters

France, Japan or Italy could reject the proposed ratios while continuing negotiations and building the postwar designs.

Notes

France could withdraw over equality with Italy, Japan over failure to obtain seven-to-ten, or Italy if denied equality with France. Negotiations could continue for years after an initial breakdown. During those talks, warships remain national-security assets and bargaining counters. The scenario consequently allows G3s, N3s, South Dakotas, Lexingtons, Amagis, Tosas, Kiis and No. 13 designs to be built. Building these ships would generate practical experience. The G3 provides a specific comparison with prewar capital ships: its design gives greater attention to aircraft threats and plunging fire. These outcomes depend on the proposed failure of the 1922 settlement.
