Governments could still want agreement in 1927 to prevent competition getting out of hand. The proposed mechanism controls the next generation after the ships already ordered. It limits construction over a period instead of total fleet tonnage. Illustrative proportions could allow France and Italy five ships, Japan seven, and Britain and America ten. Japan’s preference for large ships would complicate such numerical ratios. A one-in, one-out replacement requirement is another possibility.
