Coolidge, naval aviation and warships as industrial orders

A different American administration changes the political and industrial setting for negotiations in 1927.

Notes

The naval secretary serving under Coolidge wanted to enlarge the fleet and develop its aviation capability. In this comparison, Calvin Coolidge was more concerned with domestic politics than Harding. Warship construction offered a means of influencing industrial production. His version of laissez-faire economics allowed government to place orders while avoiding direct management of industry. These leadership differences add another variable to a treaty delayed until 1927.
