Why warships are conflict-management tools

Focused war-fighting ships differ from dual-purpose vessels whose visible presence, guns, and diplomatic space can influence events before combat.

Notes

A conflict-management ship must communicate with audiences who may know little about naval technology. Visible weapons, imposing lines, and room to host visitors can reassure allies and warn opponents in ways that specifications hidden inside the hull cannot. The River-class patrol vessel was designed for presence, while the Type 23 frigate originally had a narrower anti-submarine purpose. A navy therefore needs enough ships whose appearance, spaces, and capabilities support graduated diplomacy before combat begins, even though every warship need not be multipurpose.
