The T.3 Velos began from the Dart's reliable design but reversed its operating emphasis. Where the Dart was a landplane that could be converted to floats, the Velos was conceived primarily as a seaplane that could also use land bases. That change suited Greek requirements for air support across coastal and island spaces without an aircraft carrier. Float operation allowed a smaller navy to distribute aviation more widely than its fixed airfields alone permitted. The adaptation matched a naval aircraft to a different geography and fleet structure.
