The impracticality of completing the cruiser Ukraina

The unfinished Slava-class cruiser Ukraina is treated as a costly thirty-year-old liability rather than a quick source of naval power.

Question

Why had Ukraine not completed the Slava-class cruiser Ukraina, and could Russia use it?

Short answer

After decades incomplete, the cruiser would require a prohibitively large restoration and redesign effort for either navy.

Notes

The hull had been launched in 1990 and remained incomplete for more than three decades by the time of this discussion. Finishing it would demand extensive restoration, replacement equipment and changes to an already imperfect design. Russia might want the cruiser for prestige if it seized the yard, but making the ship operational would still consume enormous resources. Ukraine's own decision not to complete it is therefore evidence of the weak practical case rather than a lack of awareness of its symbolic value.
