Finishing Ukraine's Slava-class cruiser would be ruinously expensive

A procurement answer separates physical completion from whether Ukraine could afford to finish and operate a large Soviet cruiser.

Question

Could Ukraine have completed the unfinished Slava-class cruiser it inherited?

Short answer

Technically yes, but completion would have consumed resources on a scale capable of bankrupting the country.

Notes

An inherited hull does not make a capital-intensive warship affordable. Completion would require systems, weapons, skilled labor, and trials before the cruiser could enter service. Ukraine would then have to fund the crew, maintenance, ammunition, and shore support for a very large Soviet design. Technical possibility did not make this a procurement choice the state could afford.
