Tribal destroyers exposed the meaning of off the shelf

Haida's three-year path to service shows that an existing design still depends on scarce production slots, turbines, guns, steel, and other long-lead components.

Notes

Haida was ordered in 1940, laid down in 1941, launched in 1942, and commissioned in 1943. Her roughly three-year path to service depended on manufacturing turbines, guns, steel plate, and other long-lead items. An off-the-shelf design still requires that equipment to be ordered from factories. In this usage, the phrase describes a design whose components have active production lines that a buyer can join. Design availability therefore gives access to an industrial queue, with delivery dependent on its capacity.
