Surface-vessel standard displacement included a ship fully manned, equipped, armed, and provisioned for sea. Ammunition, crew drinking water, and the other stores intended for war counted toward the figure. Fuel and reserve feed water were excluded. Submarines had a separate surfaced-displacement definition with additional exclusions, including lubricating oil, fresh water, and ballast water. The treaty's ton was the 2,240-pound long ton unless metric tons were expressly specified.
