Treaty permission would not save every dreadnought

Even without treaty scrapping rules, age and operating cost would still force navies to retire many early dreadnoughts.

Question

What if the Washington treaty allowed every navy to keep all ships built after Dreadnought?

Short answer

Many ships would still be discarded because permission to keep aging dreadnoughts did not make them affordable or useful.

Notes

Legal permission to retain a ship did not provide the money required to crew, maintain, and modernise it. Britain had already begun discarding 12-inch-gun dreadnoughts around the end of World War I, so removing treaty compulsion would not preserve the entire fleet.
