How naval treaties are negotiated outside the formal room

Formal speeches display agreed positions, while side conversations do much of the real work of assembling a treaty coalition.

Notes

The conference chamber presents hierarchy and public positions, but much of the agreement is prepared in quieter discussions around it. The seating plan still displays authority, with senior delegates at the table and aides arranged behind them by rank. Delegates normally test allied support before speaking formally and frame proposals to constrain or surprise opponents. This makes arms control a contest of coalition management and wording as much as ship numbers.
