Article 17 protected foreign warship orders

Washington Treaty Article 17 barred a belligerent from requisitioning warships under construction for another power, directly answering Britain's First World War seizures of foreign orders.

Notes

Article 17 barred a belligerent from using a warship under construction in its territory for another power, or one completed there but not yet delivered. The United States wanted the rule because Britain had requisitioned foreign orders during the First World War. Britain accepted it in a negotiation where both sides exchanged concessions. Brazilian and Turkish destroyer orders later tested how those treaty principles operated in practice.
