Mines would complement a long-range submarine carrying a large torpedo load. The boat could lay mines, make a torpedo attack in one position and then attack again somewhere else. A ship striking one of the mines between those attacks would create another apparent location for the raider. Defenders could misread the sequence and infer that the submarine was travelling in the wrong direction. The proposed combination could disrupt commerce and restrict shipping along whole coastlines without requiring a prolonged surface gun duel.
